Commissioner Rosters

Source hierarchy and precedence

Sources are classified as official commission, official state government, official legislative or executive, official court or agency, official utility or utility filing, regulatory docket or filing system, public commission roster, reputable secondary reporting, RegulatorIndex editorial analysis, or original PUC Watch distribution copy.

For a specific fact, a directly relevant official record takes precedence over a roster or secondary report. A source relationship is scoped to the record it supports: a government domain is not evidence for unrelated claims. Conflicts are held for review rather than silently reconciled.

Freshness vocabulary

• Published — first public release of editorial work.
• Updated — a real content change after publication.
• Last reviewed — a human or controlled review occurred.
• Last verified — the displayed record was checked against an identified source.
• Effective and Announced — dates of the underlying event, never page-update dates.
• Source accessed — the recorded retrieval time, not a claim that every displayed fact was verified then.

Commissioner Watch Intelligence

Each Commissioner Watch entry includes a “Why It Matters” context note written to help practitioners understand what a personnel change signals for commission posture, policy direction, and active proceedings.

Editorial disclosure:These notes are forward-looking analytical assessments based on the commissioner's professional background, the appointing governor's known policy positions, and the commission's current docket activity. They represent practitioner judgment, not confirmed voting positions or documented policy stances.

State Intelligence

State intelligence pages cover the utility landscape, active proceedings, upcoming events, and commissioner context for 14 priority states. Content is researched from official commission websites, state legislative records, utility filings, and trade publications including Utility Dive, RTO Insider, and E&E News.

Active Proceedings

Proceeding data is sourced from official state commission docket systems. RegulatorIndex currently tracks active proceedings in 14 priority states with full intelligence coverage. Coverage is expanding.

Limits and what we do not claim

RegulatorIndex is in active development. Features not yet available include:

• —Automated proceeding filing alerts

These features are on the active roadmap. Being transparent about what we don't yet cover is part of how we earn trust with practitioners who need to defend their intelligence sources internally.

Corrections and review

If you identify an error in commissioner data, a missing appointment, or outdated proceeding information, email corrections@regulatorindex.com. Entity-page links prefill the stable record context. Submissions are reviewed against authoritative sources and never modify public records automatically. Email is the current intake mechanism; RegulatorIndex does not publish submitter information or promise a fixed resolution time.

Identity, editorial independence, and history

Commissioner identities use permanent internal identifiers; corrected names and titles do not intentionally change those identifiers. Event identifiers are deterministic and source-backed. Where the event data contains only one record date, RegulatorIndex does not relabel it as both announced and effective.

PUC Watch is RegulatorIndex editorial analysis, not an official regulatory source. Its original email edition is preserved as a distribution copy. Sponsorship, if introduced, will not grant control over directory records, source classifications, corrections, or editorial conclusions.

The current JSON records are not a complete public change history. Future retained source snapshots could support entity-level histories after their completeness and review controls are established.
